Dale Ofsoske
Chief Electoral Officer and Managing Director
In his capacity as managing director and chief electoral officer, Dale has successfully managed a wide variety of elections—more than two hundred over 40 years. He was a founding member of the SOLGM Electoral Working Party (now the Taituarā Electoral Reference Group) and has made significant contributions to the development of electoral legislation and regulations, including the Local Electoral Act 2001. Alongside Judith (Operations Manager), he has developed robust, reliable and transparent electoral processes, as well as overseeing several technology innovations, systems and software developments. Dale has introduced them to clients as a way of consistently managing and delivering accurate election results, efficiently and to a high standard.

Judith Ofsoske
Director
Judith has been with Election Services since its inception in 1994 and has successfully developed and implemented processes and procedures to ensure the elections run without complications. She has a wealth of knowledge and a deep understanding of the processes and requirements, and continues to oversee major new developments of software and processes—some of which are recognised and utilised nationally.

Stephanie Corban
General Manager and Legal Counsel
Stephanie joined the Election Services team in February 2025. Her key responsibilities include managing the team to ensure all aspects of the process are run well. Previously Stephanie worked as a litigator for more than 20 years. She has a keen eye for detail and is enjoying applying her skills in managing complex litigation to the election services environment.
Underpinning every electoral process is a legal framework. These include legislation, a deed or constitution, or entity’s rules. Each election is unique and Stephanie is focussed on ensuring that Election Services continues to be New Zealand’s leading private provider of election services by providing processes that can be depended upon to deliver results that withstand all scrutiny.

Craig Taylor
Electoral Officer and Business Manager
While Craig has been with Election Services, he has assisted in the management of the 2016, 2019 and 2022 local election projects in the capacity as electoral officer, providing a vital, supporting role to Dale. He brings a wealth of project experience having overseen and been responsible for many other large corporate and private entity elections. He has a strong background in business practice, business management, legislation, and its practical application. In particular, he has a passion for large projects, planning and putting in place risk mitigation, quality assurance and statistical metrics, where his attention to detail is critical.

Stacey Siddle
Electoral Officer, Elections Manager, and Processing Centre Manager
Stacey is an integral team member with a vast amount of knowledge and experience. She has worked closely with Judith since 2013, developing and fine tuning her expertise and operational understanding. Her management of the vote processing centre is an important role—she keeps an eye on the detail and ensures the processing workflow remains operational at all times. Her skill set in managing the operational aspect of elections, by-elections and polls stands her in good stead to ensure a high quality of service delivery is maintained. She has a good understanding of the Local Electoral Act 2001 and Local Electoral Regulations 2001.

Ben Roser
Electoral Officer, Election Administrator and Data/Statistics Analyst
Ben is a dedicated electoral officer and election administrator who joined our team in January 2022. With strong statistical and administration abilities, he has assisted in managing a wide range of successful elections, notably helping to manage the non-resident ratepayer database, call centre, and process results during the 2022 local government election. He has managed election processes for numerous iwi, energy trusts and other entities, and assists with council representation reviews. Ben has a keen interest in exploring different electoral systems and their application in Aotearoa, including first past the post (FPP) and single transferable vote (STV).

Denise Mitchell
Call Centre Manager and Office Administrator
Denise’s experience and relaxed nature is a welcoming response for clients and the public. She is the office administrator and call centre manager, in charge of up to 16 additional call centre staff during the voting period of the triennial elections. Denise is an organised and structured person who thrives in a busy and vibrant office. She is a valued team member that looks after vital pieces of the election project, being the call centre, organising and issuing special votes, the ratepayer roll database and other important administrative tasks, all of which helps minimise the workload and impact on council resources.

Rachelle Tilsley
Graphic Designer and Office Administrator
Rachelle is the latest member of our team and is settling into her support role well. She assists with form design and other printed material, using more than 30 years of experience with digital desktop, online and traditional publishing techniques. Rachelle is always happy to provide an extra set of hands wherever required during the electoral process.

Yura Minkin
IT Manager and Health and Safety Manager
Yura began his career maintaining ICT infrastructure in the education sector where he developed extensive knowledge and experience in various systems and technologies while keeping the IT services on the cutting edge. He is methodical and detail oriented and brings to the team an observant watch over the systems to ensure the accuracy and reliability of election processes and results. As our ICT specialist, Yura ensures our technology, infrastructure and tools are kept up to date and well maintained, so we can bring the best quality service outcome to our clients.

Martin Mathew
IT Solutions Architect and Software Developer
Martin is a highly skilled and qualified software developer with qualifications from overseas and in Aotearoa New Zealand. Martin is the ‘go to guy’ who gets things done, when it comes to IT and problem solving. His core function is research and development of our proprietary election systems and software, making the best use of current technology, that legislation will allow. We are excited of what the future holds in the IT space, and Martin has been at the forefront of our leading-edge software developments and innovations.
